Tahoe-native menu mirroring

First public build. Overflow reads the accessible menu of any status item hidden behind the notch or pushed into menu bar overflow, then mirrors it natively in a Liquid Glass panel — without relying on the status-item windows that Tahoe no longer creates for overflowed items.
